Rune or Dragon: The Two Gear Tiers Arriving With Dragonwilds 1.0

Dragonwilds 1.0 adds two gear tiers at once, and they are not a ladder. Runite is a mining-and-crafting progression; Dragon is a rare drop from the Scorned Wilderness raid. Jagex describe Dragon as endgame gear "similar to rune equipment" — similar to, not above. Here is what each actually covers, and which one you can plan around.
Same Region, Different Routes

That difference is the whole planning story. Runite behaves like every other material tier in Dragonwilds: find the ore, learn the recipe, make what you need. If you want Rune Platelegs specifically, you can go and get Rune Platelegs.
Dragon does not work that way. The wiki is explicit: "In order to acquire a full set of equipment, players must repeatably complete the raid." You take what drops, and a full set is a long-term goal rather than a shopping trip.
Both come out of the same place, which is a neat piece of design — the Scorned Wilderness is simultaneously the new mining region and the raid. Getting in still means clearing the quest gate, Icthlarin's Little Helper, either way.
Only One of Them Has Tools

Gap one: Dragon has no tools. The Runite Logging Axe and Runite Pickaxe exist; there is no Dragon equivalent. So if your goal is faster gathering, that upgrade path runs entirely through Rune — the raid will not improve your pickaxe.
Gap two, and the bigger one: neither tier has a single magic item. Between them the two 1.0 tiers add nineteen Dragon pieces and roughly the same again in Rune, and not one is a staff, a wand or a robe. Magic players get the Ancestral robes instead — a separate set crafted from materials found in the raid zone — so the answer exists, it just is not in either of these tiers. Worth knowing if you main magic and were expecting a Rune staff.
Where Dragon does win is weapon breadth. Seven melee weapons against Rune's four, and the three extras are meaningful ones: the Scimitar (fast slash), the Warhammer (crush, and warhammer specials stagger) and the Greataxe (the damage pick in the two-handed class). If you want a crush option at the top tier, Dragon is the only one offering it.
What Is Not Known Yet

Neither tier has published statistics, and one has fake ones circulating.
For Rune, there is genuinely nothing. The wiki has a 98-byte stub for the Rune Helmet and no pages at all for the Platebody, Sword, Pickaxe or Rune Bar. Nobody knows its defence values, damage or durability.
For Dragon, the situation is worse, because a table exists and it is wrong. Every figure attached to Dragon equipment right now — helmet 21/19/18, platebody 53/47/45, scimitar 76–160 — is copied verbatim from Adamant, which we verified item by item in the raid guide. It is placeholder scaffolding on a future-content page, not leaked data.
So the honest answer to "which tier is stronger" is that nobody knows. Jagex's own phrasing — Dragon is "meant to act as (of 1.0) end-game gear similar to rune equipment" — suggests they are meant to be comparable rather than sequential, which fits two tiers released together from one region by two different routes.
What you can plan on before the 15th:
- Finish Icthlarin's Little Helper. It gates the zone, and therefore both tiers.
- Expect to mine before you raid. Runite is the accessible half; Dragon needs repeated clears.
- If you gather, Rune is your upgrade. Dragon has no tools at all.
- If you cast, neither tier is for you — watch for Ancestral robes instead.
- Ignore any stat comparison published before launch. One tier has no numbers and the other has Adamant's.
Practical tips
- Runite is mined and crafted; Dragon is a rare raid drop. Only Rune is targetable.
- Both come from the Scorned Wilderness, behind the same quest gate.
- Rune has the only tools — Runite Logging Axe and Runite Pickaxe.
