    Jelliette is the outlier, and it is not close. +55~95% items from fishing is close to a doubling of everything the water gives you, and it does nothing to help you win the minigame — it changes the payout, not the odds.

 

    Gloopie and the two Whalaska attack the minigame from opposite ends. Gloopie slows the gauge's decay while you are losing — that is, while the bars are not overlapping. The Whalaska pair start you further ahead and speed up progress while you are winning. Gloopie is a safety net; Whalaska is an accelerator.

 

    Whalaska Ignis is strictly better than Whalaska7~17% against 5~14% on both halves of its skill, with no trade-off. If you have both, there is no reason to run the base form.

 

    Solmora changes the catch, not the catching. "Makes it easier to fish up talented Pals" affects the quality of what you reel in rather than the quantity or the difficulty, which makes it the only one of the six aimed at Pal hunting rather than resource farming.

    If you are losing the minigame — the fish escapes before you land it — bring Gloopie or a Whalaska. Gloopie is better when you are struggling with big fish that fight for a long time, because a slower gauge decay compounds over a long contest. Whalaska is better on short contests, because a head start of up to 17% may simply end the fight.

 

    If you are catching fine but want more out of it, bring Jelliette.     If you are fishing for Pals rather than materials, bring Solmora. Talented catches are a different goal entirely, and no amount of extra items substitutes for it.

 

    You can run more than one. Every skill here says (Does not stack), which only prevents two of the same skill — Jelliette and Gloopie together is a perfectly valid pair, doubling the loot on fights you are now more likely to win.

 

    And note what Jelliette does at your base. Its skill has a second clause: while Jelliette and Jellroy are both at your base, Jelliette's watering speed increases by 50~120%. That half only applies at the base, not in your party, so you are choosing which half you want.

    The two best value picks cost no technology at all. Jelliette and Gloopie need nothing unlocked — catch them and put them in your party. Given that Jelliette carries the biggest effect on the list, the strongest fishing setup in the game is available long before the endgame.

 

    The four rideable ones double as water mounts, which changes the calculation on a party slot. Solmora and Solmora Lux travel on water at 1,300 swim dash; Whalaska is rideable from Technology 42. A fishing Pal that also carries you to the fishing spot is paying for its slot twice.

 

    Whalaska Ignis at Technology 71 is the late one, and its improvement over the base Whalaska is a modest 2~3 percentage points. It is not worth waiting for; it is worth swapping to if you happen to have it.
