Dragonwilds Enemies Scale to the Region, Not to You — Here Are the Numbers

A Goblin Warrior in Brynmoor has 140 health and sits at power level 2. The same Goblin Warrior in Dowdun Reach has 490 health and sits at power level 6. Dragonwilds does not scale enemies to your gear — it scales them to where they are standing, which means a creature you cleared trivially in the starting region can be a genuine threat four regions later. Here are the health values, the regional scaling, and one place where the game's own data contradicts itself.

Regional Scaling, With Numbers
The wiki states the rule plainly: each monster has "a health bar, and a power level depending on the area that the player is in."

Two patterns fall out of that.
A single power level is worth roughly 40% more health. The garou go 292 → 405 and 260 → 360 across one level; the goblin warrior's four-level jump multiplies health by 3.5.
And the Stormtouched Highlands is a harder pocket inside Ghornfell. Every garou there is a power level above its counterpart in the Fractured Plains and Bloodblight Swamp. If your group finds the Highlands disproportionately punishing, that is why — it is not the terrain.
One more distinction worth knowing before you plan a farming route: "there are two types of monsters: campaign and respawnable. Campaign monsters do not respawn." Certain goblins at the centre of Bramblemead Village are campaign monsters — clear them once and they are gone for good. Do not build a levelling loop around them.

Three of those entries deserve a second look.
The Dire Wolf has 780 health at power level 3 — nearly three times a garou at the same tier, and more than double the power level 4 garou in the Highlands. Power level is not a reliable proxy for how long something takes to kill.
The Zogre is the largest health pool documented at 4,200, well above the power level 6 and 7 entries below it. It resists slash, stab and air and folds to crush — which makes a warhammer or mace the answer, since those deal crush and their specials stagger.
And the Kalphite Guardian is the awkward one. It resists crush, slash, stab, ranged, air and water and lists no weakness at all. That is almost every damage source in the game. The remaining options are fire and earth magic and raw melee damage without a favourable type — which is presumably the point of a power level 7 guardian.
The Lesser Demon's immunity to Burn is worth carrying into Dowdun Reach generally: it resists fire and is immune to Burning, so a fire build has nothing to offer there.
Where the Data Disagrees With Itself

This is worth flagging honestly, because it affects how you gear up.
The wiki records enemy weaknesses in two places, and for some creatures they do not match. The Journal page — which mirrors what the in-game Journal shows — lists weaknesses across multiple axes at once. The individual creature pages list a single weakness and resistance.

For three of those five, the creature page is simply a subset of the Journal — one weakness picked out of several, and consistent with it.
For the Garou Berserker and the Goblin Runt they flatly contradict. The Journal lists Ranged as a Berserker resistance; the creature page lists it as the weakness.
Our recommendation: trust your own in-game Journal. It is the source the game itself shows you, it is per-creature, and it updates with the build you are actually playing. Press J and read the entry for the thing in front of you rather than a table written by anyone — including this one.
The safe generalisations survive the conflict, because both sources agree on them: every vault guardian is weak to Crush, goblins broadly resist Ranged, General Velgar has neither weakness nor resistance, and the garou as a faction cannot be answered by one combat style.
What This Means for a Group

Because scaling follows the region, familiarity is a trap. A group that clears Brynmoor's goblins in seconds will meet the same model in Dowdun Reach at 3.5 times the health and four power levels higher — and will read it as an easy fight because they recognise the silhouette.
Three habits follow:
- Judge by region, not by species. The enemy's power level is set by where it spawned.
- Check the health, not the tier. A power level 3 Dire Wolf at 780 health takes longer than a power level 4 garou at 360.
- Bring crush to Fellhollow. Zogres at 4,200 health resist slash, stab and air and fold to crush — and a warhammer's special staggers as well.
On the experience side there is a documented asymmetry, though the data is incomplete. The Garou Hunter at power level 4 grants 119 Melee experience against 90 Magic and 90 Ranged for the same kill. Melee appears to pay roughly a third more per kill than the other two styles — but the wiki's experience fields are only partly filled in, so treat that as one worked example rather than a rule.
And remember what actually raises your own numbers. Player maximum health starts at 100 and rises 10 per sanguine urn, to 280 with every urn currently in the game. Against a 4,200-health zogre, that exploration is worth more than any single piece of gear.
