Yes, really: Huge Dung is internally categorised as jewellery. Its TypeB field reads MaterialJewelry, which is almost certainly a filing error rather than a joke — the sort of thing that happens when a new item is added by copying an existing entry and not every field gets updated.
It is a real item with a real weight cost. At weight 2 it is not free to carry, and it stacks like any other material. This is not a purely decorative gag — it takes up space in your bag exactly as a useful material would.
The description is written entirely straight, which is the joke: "the mark of a heavyweight" is describing the size of the animal that produced it. The Unko_L code follows the same Large convention as the Paldium Chunk, so there is presumably a smaller version.
