There are seven Efficiency perks, and they are all Runecrafting perks that improve auto-crafting yield — "Get a better yield when auto-crafting air runes." They do not reduce what a spell costs to cast:

The order is a progression route, not a preference. Air arrives at 22 and Law at 94, so you do not choose between them — you unlock them in that sequence as Runecrafting levels. What you can do is aim: if your build burns fire runes, 75 is the milestone that matters to you.
The perk that actually makes casting cheaper is Runic Refund, and it is a Magic perk at level 20 — "a 30% chance to preserve runes when attacking." That is the one to take if your complaint is running dry mid-fight. Efficiency perks fill the chest faster; Runic Refund empties it slower. They are different trees solving the same problem from opposite ends.

Two more Runecrafting perks are worth planning around:

The three Infusion Duration perks are the ones worth planning around. They extend the buffs from infusions, which already have a Cooling variant running 600 seconds instead of 300.
