    The rate falls as the tier rises — 100%, then 50%, then 30% — which is the opposite of most loot ladders and worth noticing. A basic Syndicate Thug gives you an S manual every single time.

 

    Camp clears pay in bulk. Faction patrols and herds hand over 10–20 manuals at 100% — Syndicate Patrols and Scouting Parties, Free Pal Alliance Radicals and Hardliners, Eternal Pyre Missionaries and Extremists, Moonflower Assassins, Roaming Feybreak Warriors and Herds of Starving or Man-eating Wild Pals.

 

    That is the fastest experience conversion in the game, since a Training Manual applies its EXP directly to a Pal of your choice: S is 200, M is 1,000, L is 10,000.

 

Where the Factions Live

 

    Each organisation clusters in a region, which is why the ranks read as a difficulty ladder:

    The faction you are fighting tells you roughly what level band you are in, which is a more reliable guide than the enemies' own appearance.

 

Humans Can Be Caught

    Every one of these 433 NPCs can be thrown a Pal Sphere. Caught humans go in your Palbox and can be assigned to work — with two hard limits: they only do Handiwork, and they can only be assigned to workbenches.

 

    The catch rate is much lower than a Pal's, and there is a legal consequence: capturing humans in view of the PIDF puts you on their wanted list, at which point officers hunt you until the status expires.

 

    As a labour source they are poor. Handiwork Lv1 at a workbench is what a starting Pal does, and the Applied Handbooks that permanently raise work suitability do not apply. Catch them for novelty, or for the Palpedia; do not build a workshop around them.
