Item you need to unlock is located just below the Extended Mag for a steep price of 2100 scrap. Keep your eyes peeled, though; it might appear in loot tables soon. If you’re looking for a deal, remember that the Homing Missile Launcher has also been reduced to 2100 scrap in the tech tree.
