Head over to the "Dawn of the New Tribe" section and spend one tech point to unlock this skill. This will let you craft various traps, including the fishing trap.

 

 

Now, let's gather the materials: 5 Branches, 5 Leather, 20 Thick Rope.

Open your crafting menu, combine these materials, and boom! You've got yourself a fishing trap. Now, let's find the perfect spot to use it.
